The National Productivity and Competitiveness Council (NPCC) is a national body established under the National Productivity and Competitiveness Council and became operational in 2000. The Council’s objective is to stimulate and generate productivity and quality consciousness and drive the productivity and quality movement in all sectors of the economy with a view to raising national output and achieving sustained growth and international competitiveness.
The NPCC works at providing the forum for constant dialogue and consensus building on all aspects relating to productivity, quality and competitiveness and advises Government on the formulation of national policies and strategies on these aspects. As a focal point relating to productivity, quality and competitiveness, the Council strives to promote and develop greater productivity and quality awareness and consciousness amongst the public and to inculcate new values and attitudes in the country regarding productivity, quality and competitiveness.

Learn more about the milestones of the NPCC
The NPCC is guided by the four strategic thrusts which are Empowerment, Education, Entrepreneurship and Employability. The four strategic thrusts which are inter-related focus on the public and private sectors as well as the civil society.
The NPCC Act enumerates 16 functions it has to perform. For operational ease, these have been regrouped under six broad headings:

1.Promotion / Sensitisation
-Provide the forum for constant dialogue and consensus building on all matters relating to productivity, quality and competitiveness;
-Promote and develop greater productivity and quality awareness and consciousness amongst the public, and organise awards to recognise individuals, teams and organisations for their outstanding achievements in quality and productivity;
-Inculcate new values and attitudes in the country regarding productivity, quality and competitiveness;
2.Research and Analysis
-Identify constraints to the improvement of productivity, quality and competitiveness and propose remedial measures;
-Collect, analyse, produce and disseminate data on the measurement of, and changes in, productivity, economy-wise and by sector and industry;
-Promote and undertake research, including training, in all aspects of productivity, quality and competitiveness;
-Request the Productivity Committees to carry out studies, prepare opinion statements, reports and information bulletins within the scope of their powers;
3.Documentation
-Serve as focal point on all matters relating to productivity, quality and competitiveness;
-Act as resource centre for published works on productivity, quality and competitiveness issues;
4.Operations
-Monitor and co-ordinate programmes and activities relating to the improvement of productivity, quality and competitiveness;
-Arrange for consultancy services in the areas of productivity and quality management and related fields;
-Constitute such Productivity Committees and co-opt such persons, as it may deem necessary, to such committees, define their objectives, broad terms of reference and the means of their function;
5.Advisory
-Advise Government on the formulation of national policies and strategies on all aspects of productivity, quality and competitiveness;
-Organise conferences and policy seminars on productivity, quality and competitiveness;
6.Networking
-Liaise and establish linkages with research institutions and productivity organisations in Mauritius and abroad

Productivity and quality is everyone’s concern. It is a philosophy of life and understanding it can help us improve ourselves, our organisation and everything we do in our everyday life. Going by the words of the Founder Chairman of the NPCC, late José Poncini, productivity is everyone’s business.
For the Executive Director of the NPCC, Mr. Ashit Kumar Gungah, productivity is crucial to achieving economic growth and competitiveness and it is also important to constantly improving our social productivity to make our country a better place to live and work everyday.
Productivity does not mean working more but working better. And to work better, you have to adopt positive habits. And by working better, we get better performance, without forgetting satisfaction that gives us a better quality of life.
The Asian Productivity Organisation (APO) describes productivity as “the belief in human progress”. The APO goes further to define productivity “as a state of mind, which aims at perpetual improvement. It is a ceaseless effort to apply new technology and new methods for the welfare and happiness of mankind”.
Competitiveness
The World Economic Forum, which has been measuring competitiveness among countries since 1979, defines competitiveness as “the set of institutions, policies and factors that determine the level of productivity of a country”. Others are subtly different but all generally use the word “productivity”.
Another way to think about what makes a country competitive is to consider how it actually promotes our well-being. A competitive economy, we believe, is a productive one. And productivity leads to growth, which leads to income levels and hopefully, at the risk of sounding simplistic, improved well-being.
Innovation
Innovation is described as the process of translating an idea or invention into a good or service that creates value or for which customers will pay. An idea must be replicable at an economical cost and must satisfy a specific need to be called an innovation. It involves deliberate application of information, imagination and initiative in deriving greater or different values from resources, and includes all processes by which new ideas are generated and converted into useful products. In business, innovation often results when ideas are applied by the company in order to further satisfy the needs and expectations of the customers.
Quality
Quality can be defined as a basic tool for a natural property of any good or service that allows it to be compared with any other good or service of its kind. The word quality refers to the set of inherent properties of an object that allows satisfying stated or implied needs. The quality of a good or service is the perception that a customer has about it and is a consumer’s mind-set who accepts a specific good or service and acknowledges its ability to meet his or her needs.

The NPCC is staffed by a pool of productivity practitioners that have strong exposure and experience in different fields, helping them in contributing in projects geared towards enhanced productivity.
Our productivity practitioners are instrumental in projects in line with the NPCC’s mandate to stimulate productivity and competitiveness.
Besides, the NPCC is also backed by an administrative team that assures the smooth running of the NPCC in line with the best business practices.
Capacity Development, Corporate Services and Operations
The Capacity Development, Corporate Services and Operations department provides strategic and corporate support including financial, human resource and administrative, training and development, information and technology, communications, creativity and innovation to the Council to ensure effective and efficient delivery of service. The department plans, organises, coordinates and monitors the corporate, administrative, capacity development and operational activities of the NPCC. It also assists in advising the Council regarding policy matters. The department is responsible for providing day-to-day, workforce planning, training and support.
Business Development and Consultancy
The Business Development and Consultancy unit is involved in the development, implementation and management of business development and consultancy stragegies and activities of the Council. The unit promotes the culture of productivity and quality among different stakeholders through consultancy, best practices, representations, high level engagement and lobbies/pressure groups. It also formulates, elaborates and proposes strategies for the effective implementation and monitoring projects. The unit services large corporates as well as Small and Medium Enterprises (SMEs) besides Government organisations. It also provide the necessary frameworks, techniques and methods as well as the know-how that help organisations embark on their productivity journey and making them efficient at all levels.
Research, Advisory and Knowledge Management
The Research, Advisory and Knowledge Management unit acts as the research arm and resource centre for research and published works on productivity, quality and competitiveness issues by collecting, organising and disseminating relative information for policy formulation and planning and to provide high quality analysis and information sources and services to support research, development and other promotional activities. The unit has also under its wings the Knowledge Management Centre that liaises and establishes linkages with other institutions and productivity organisations both in Mauritius and overseas.
The E-Knowledge Centre is a place where you can find latest resources on productivity and quality. This ranges from books, publications, research reports, benchmarking reports and case studies amongst others. Whether you are a student, an entrepreneur, a banker, an engineer or a public officer, we have at our disposal a vast amount of knowledge on productivity and quality which we want to share with you.

Access to the E-Knowledge Centre is free of cost for the time being.
2. Do I have access to all the resources?
We are trying our best for you to have access to most of our resources. But, there are some publications, books and other documents which you will have to consult at the NPCC because of issues such as copyright, inability to upload the document online etc.
3. What are the benefits I get when I enrol?
As our privileged member, you will be informed about our latest posts within the shortest delay. Moreover, we regularly organise seminars, conferences and knowledge sharing sessions and you will regularly updated about these events.
4. Whom should I contact if I cannot access documents online?
You can contact us at the NPCC (Business hours- 9.00- 16.00 hours; weekdays) in case you cannot access documents online.

Innovation, Advocacy and Entrepreneurship
The main purpose of the Innovation, Advocacy and Entrepreneurship (IAE) unit is to promote a culture of creativity and productivity, innovation and entrepreneurship among different stakeholders through best practices and high level engagement. The unit involves in the development and implementation of innovative strategies to promote entrepreneurship develppment and entrepreneurship skills to different target groups. Besides, the unit is also active in the field of innovation and in creating original programming to attract stakeholders and developing social entrepreneurship.
Expertise spearheading the unit includes a large spectrum of talents ranging from Design Thinking, to Social Innovation and Entrepreneurship, Project Management, Creative Industries, Emerging Technologies such as Augmented Reality and Virtual Reality. Our experts have also the ability to promote leadership including Innovation Management along with legal advisory.
The IAE unit targets different sectors, namely the education sector, business sector and the community at large. It collaborates with various institutions to reach out to employers, workers, students, youth and women with low academic background amongst others.
The Innovation, Advocacy & Entrepreneurship Unit advocates actively for productivity as one of the fundamental requirement for achieving higher standards of living. Productivity growth depends upon innovations and investments in the information and communications technology sector as well in the development of human capital.

Productivity and Competitiveness Learning Centre
The Productivity and Competitiveness Learning Centre drives and promotes the culture of productivity and quality among different stakeholders through sustained training and development facilitation in collaboration with the Business Development and Consultancy, Research, Advisory and Knowledge Management, and the Innovation, Advocacy and Entrepreneurship departments. The unit takes the leading role in the formulation and development of the NPCC’s training and development policy. While the PCLC is engaged in designing and conducting high calibre industry-oriented training programmes, it is also active in bespoke courses for corporates that are delivered at the NPCC or at the company.
The E-Learning Platform is the NPCC’s virtual learning system that provide will online training. The E-Learning Platform will incorporates several industry oriented courses as well as courses targeted towards women and children.
